At 4:22 PM, DEMOCRATIQUE.CA INC. FINALLY received a formal reply (by email)
from the Quebec Education Minister's Office.
The reply was in reference to our access to information request (February 13, 2018).
We are currently reviewing all information received.
Earlier today, DEMOCRATIQUE.CA INC reported that the Quebec Education Ministers Office
was officially late in their reply. This report has been updated at 6:45 PM.
In response to our access to information request dated February 13, 2018, the Quebec Education Minister's Office "legally"requests a 10-day extension. The Ministers's office states that the delay is necessary
due to "certain constraints."
It is not clear what constraints they are referring to. In the weeks to follow, DEMOCRATIQUE.CA INC. will be meeting with very important officials regarding our case.In the meantime, we encourage everyone to keep posted.

On March 22, 2018, DEMOCRATIQUE.CA INC. expedited a formal request to the attention of
Minister Hélène David, the Québec Minister Responsible for Higher Education.
In this request, we ask minister David to follow Ottawa's lead in writing-off certain
uncollectible student loans across Québec. On April 20, 2018, DEMOCRATIQUE.CA INC. receives a
WRITTEN reply from Mr. SIMON BOUCHER-DODDRIDGE, DIRECTOR OF PLANNING AND PROGRAMS,
éducation et enseignement supérieur Québec (The minister's office).
Will Québec FOLLOW OTTAWA'S LEAD in writing-off uncollectible student loans???
Will the government of Québec respect fairness, equality, and inclusion???
Unfortunately, The response provided confirms that minister David will not consider following Ottawa's initiative.
Unfortunately, Québec WILL NOT BE voluntarily writing-off any uncollectible student loans.
Why is Québec EXCLUDED from this federal write-off?
DEMOCRATIQUE.CA INC. addressed its letter to the attention of Minister David in ENGLISH.
A written reply was received in French. No courtesy translation was ever provided.

On December 13, 2018, Joseph Pugliese, DEMOCRATIQUE.CA INC. attends the CAQ victory ball which took place at "LE CHATEAU ROYAL" in Laval, Québec. At this event, Joseph Pugliese asks Québec Premier, François Legault, (ON VIDEO), if he has NOT forgotten "Les Deux Dossiers", (THE TWO DOSSIERS)?
Premier Legault replied, "ABSOLUMENT", (ABSOLUTELY).
"Les Deux Dossiers" refers to the Québec Student Loans and Bursaries case as well as the CINTEC case. On July 28, 2018, both cases were discussed at an official CAQ campaign brunch. The conversation happened at L'OEUFRIER DDO in Dollard-des-Ormeaux, Québec. This was prior to Mr. Legault being elected as Premier of Québec.
On November 7, 2018, and following the newly elected government's swearing-in, DEMOCRATIQUE.CA INC. expedited a follow-up letter to the attention of Premier Legault. This letter was with respect to the Québec Student Loans and Bursaries Case, including the discussion regarding "Les Deux Dossiers" between Mr. Legault and Joseph Pugliese at the July 28, 2018, CAQ Campaign brunch.
In light of this positive news, DEMOCRATIQUE.CA INC. is looking forward to our newly elected government's FORMAL SOLUTION in putting FINAL CLOSURE to the infamous "Les Deux Dossiers", also known as the Québec Student Loans and Bursaries case, as well as the CINTEC case. At the present time, DEMOCRATIQUE.CA INC. is very relieved that Premier Legault appears to have RECONFIRMED his interest in helping DEMOCRATIQUE.CA INC. put a final closure to these ongoing cases.
Regardless of the Premier's encouraging words at the July 28, 2018, CAQ campaign brunch AND the CAQ Victory Ball, to date, our letter dated November 7, 2018, has NOT received a formal reply in writing either from the Premier, or anyone else in his government. A formal reply in writing was requested by no later than December 7, 2018.
We are referring to the November 7, 2018 letter titled, "The DEMOCRATIQUE.CA INC. In 2018, we got to work on a few very important cases that touch the residents in our local borough of LaSalle, the city of Montreal, and the province of Québec in its entirety. Since DEMOCRATIQUE.CA INC. took a backstage approach to our workin 2018, this enabled us to concentrate on investigations that were very important, time-consuming, and more challenging than others.
Our work was significantly concentrated on the investigative points surrounding “Les Deux Dossiers”, including the production of our newest reality video production. We also performed significant investigative work into other very important cases that we will discuss at a later date. We have certainly gained significant ground in the hot pursuit of
“Les Deux Dossiers”, and other very important cases that we are very anxious to share with everyone.

In the CINTEC ENVIRONMENT INC. FINAL CLOSURE REPORT Case, DEMOCRATIQUE.CA INC. has been in
hot pursuit of the UNCENSORED PUBLIC disclosure of the 200-page CONFIDENTIAL report:
CINTEC ENVIRONMENT INC. FINAL CLOSURE REPORT.
CINTEC ENVIRONMENT INC. deposited this final report with the Québec Environment Minister's office in April 2015. This report contains the total volume of toxins and contaminated soils that are sealed and buried at their TOXIC LaSalle depot.
CINTEC ENVIRONMENT INC. had been stockpiling and burying contaminated soils and toxins at their LaSalle depot
from 1990, right up until the permanent closure of their toxic site on December 18, 2013.
In 2014-2015, the toxins and contaminated soils were resealed in maximum security cells
that are allegedly designed to seal the toxins SAFELY (?????????)
CINTEC ENVIRONMENT INC. is legally responsible for the environmental follow-up, maintenance,
security, and all costs associated with this toxic site for 30 years.
Besides the obvious health and safety risks to the citizens of LaSalle and MONTREAL with having
such a massive quantity of contaminated soils and toxins buried at this toxic depot, one must ask:
Will CINTEC ENVIRONMENT INC:
Assume their 30-year legal liability with all due diligence for public security?
Assume responsibility to eventually decontaminate or bio-remediate this toxic depot?
Abandon this toxic site once their 30-year liability expires???????
As it stands, CINTEC ENVIRONMENT INC., the LaSalle Borough Council, Montreal City Council, and the Government
of Québec, have no clear plan to when and how anyone will decontaminate or bio-remediate this toxic mess, if ever.
CINTEC ENVIRONMENT INC. is located at 5505 Irwin Street, LaSalle, Québec. Their toxic depot is directly adjacent
to the Carrefour Angrignon shopping mall, countless residential units, the Lachine Canal, and so much more.
In March 2018, DEMOCRATIQUE.CA INC. expedited a written request to the attention of
Isabelle Melançon, the Québec Environment Minister. In this letter, we demanded that the
infamous CINTEC ENVIRONMENT INC. FINAL REPORT BE MADE PUBLIC by no later than June 1, 2018.
On June 20, 2018, DEMOCRATIQUE. CA INC. received a written reply whereas the
Québec Environment Minister's office REFUSED to publicly disclose this CONFIDENTIAL report.
The Quebec Environment Ministers' office equally confirmed that there are no plans to decontaminate or bio-remediate
this toxic site. According to the Ministers' replies, this massive toxic depot is now sealed on a permanent basis.
If the citizens of LaSalle and MONTREAL are forced to live with this toxic threat, the least
our government should do is DISCLOSE THE UNCENSORED TRUTH TO THE PUBLIC!!!
We, the citizens, deserve to know the total volume of toxins that are buried and sealed at this site, including what was
etched in stone within the 200-page CONFIDENTIAL report: THE CINTEC ENVIRONMENT INC. FINAL CLOSURE REPORT.
Following this unfortunate news in 2018 from two separate ministers regarding our two cases,
DEMOCRATIQUE.CA INC. continues the relentless pursuit of these cases, all while expanding our public outreach.
Dossier #2: THE QUÉBEC STUDENT LOANS AND BURSARIES CASE
I
In the Québec Student Loans and Bursaries Case, we are requesting that the Québec Government follow Ottawa’s lead in the writing-off of uncollectible student loans across Canada, a nation-wide initiative that Quebec was excluded from.
In February 2018, the Canada Student Loans Program took the initiative to write-off $200 million in uncollectible student loans that the Feds simply could not collect.
This write-off was initiated in order to help ease debt load on students across Canada, all while ceasing the pursuit of student loans that are deemed uncollectible.
This initiative was pursued in the best interest of reducing costs to the Canada Student Loans Program, including other reasons where the Federal Government deemed certain student loans as uncollectible. Unfortunately, Québec was excluded from the Federal initiative due to our province administering a distinct student loans and bursaries program. Meanwhile, the rest of Canada reaps the benefits of this Federal student loan write-off, all while Québec is left in the dark.
Following this February news release, In March 2018, DEMOCRATIQUE.CA INC. expedited a written request to the
attention of Hélène David, the Québec Minister of Higher Education. In this request, we demand that the
Government of Quebec FOLLOW Ottawa’s lead in writing-off uncollectible student loans across Québec.
Very unfortunately, we regret to say that the whole is to no avail.
On April 20, 2018, the Québec Minister for Higher Education’s office CONFIRMED that Québec will not be pursuing the same write-off as initiated ACROSS CANADA. The Quebec Student Loans and Bursaries Program will not FOLLOW the Canada Student Loans Program. Our relentless pursuit of this case continues...

It is still not clear what Québec Premier, François Legault,
and the Government of Québec plan to do with these two cases.
What is certain is that the most important work is completed in these two cases.
