Following one year of intense debates between LaSalle borough mayor, Manon Barbe and DEMOCRATIQUE.CA INC,
debates surrounding the fact that toxic waste and contaminated soils are being stockpiled at this company's lot in LaSalle,
DEMOCRATIQUE.CA INC proudly announces that:
Effective December 18, 2013,
CINTEC ENVIRONMENT INC HAS PERMANENTLY CEASED
ALL OPERATIONS ON IT'S LASALLE TERRAIN LOCATED AT:
5505 IRWIN STREET, LASALLE, QUEBEC.
THE PERMANENT CLOSURE OF THE TOXIC SITE IS COMPLETE.
OUR PUBLIC AWARENESS CAMPAIGN IS A SUCCESS!!!
Now that we are no longer adding to the problem, what will we do with all the toxic waste and contaminated soil buried within THREE sealed cells in this mountain?
The CINTEC MOUNTAIN contains three maximum security cells and is located behind the Carrefour Angrignon Mall (LaSalle). Many companies based in Montreal and beyond have been landfilling contaminated soils and toxic wastes at this depot. This has been going on from 1990, right up until December 18, 2013.
On December 17, 2013, Joseph Pugliese, DEMOCRATIQUE.CA INC. met with the local member of The Quebec National Assembly, Mr. Robert Poëti.
During this meeting, Mr. Poëti confirmed that effective December 18, 2013, CINTEC ENVIRONMENT INC will PERMANENTLY cease all operations.
Mr. Poëti equally confirmed that CINTEC ENVIRONMENT INC is responsible
for the maintenance, follow-up, and surveillance of this contaminated lot for the next 30 years.
Mr. Poëti also stated that effective immediately, regular check-ups
will be performed on this lot by the Quebec Environment Minister.
The question is:
Besides the obvious health hazards associated with toxic wastes and contaminated soils being buried
and stored in an urban city, who will end up paying for the eventual decontamination of this lot?
CINTEC ENVIRONMENT INC???
BEYOND 2043???
At the December 17, 2013, meeting, Mr.Poeti stated he was hopeful that land investors will
eventually purchase this contaminated lot and decontaminate it at their expense.
Unfortunately,
Our Government of Québec,our LaSalle Borough Council, and our Montreal City Council,
have no clear and concise plan on how to clean this mess, if ever.
When will they begin to decontaminate this mountain of contaminated soil and toxic waste that we call CINTEC MOUNTAIN?
In the meantime, LaSalle residents must live with this constant threat. The reality in LaSalle is that a mass scale of contaminated soils and toxic wastes
will remain buried in our backyard for the foreseeable future. Is this the permanent solution? Unfortunately, this will be the case until either
a private investor decontaminates this site at astronomical costs, CINTEC ENVIRONMENT INC. assumes responsibility for the mess
they heavily profited from, or our government comes up with a solid plan.

En Avril 2013, la mairesse de LaSalle, Manon Barbe, accuse Joseph Pugliese
d'avoir désinformer le public sur le sujet des déchets toxiques à LaSalle.
Même après avoir déposé les faits entourant les déchets toxiques étant présent a LaSalle, les mêmes fait
s qui ont été publiées dans le Messager LaSalle au cours de la fin des années 80 au propos de ce sujet:
Mairesse Manon Barbe tien toujours ses accusations et insiste que JOSEPH PUGLIESE désinforme le public.
La Mairesse Barbe a aussi affirme que l'expression "déchets toxiques" est faux,
que nous sommes dans l'an 2013 ???
Qu'est-ce que ça veut dire exactement ???

Joseph Pugliese, DEMOCRATIQUE.CA INC. takes an in-depth
tour of the SOLUTIA INC. property in LaSalle.
The lot in question is located at 6800 St Patrick Street in LaSalle.
Allegedly, there are toxic wastes buried within this soil since 1977, and earlier...
During this tour, we uncover miscellaneous rusty barrels.
There are unknown liquids inside these barrels that are unsecured.
These potentially hazardous liquid filled barrels were exposed and out in the open.
The fencing surrounding this lot was broken and the doors were unlocked.
The site easily accessible by simply walking in...
This site once belonging to American Iron and Metal company.
It is a known fact that American Iron and Metal Company left millions of liters
of contaminated oil on this site. It was never cleaned up...
Work eventually commenced to de-contaminate this site.
Ultimately, the whole was to no avail and the work was halted.
Unfortunately, the majority of the toxins and oil were never recovered, and are still present.
SOLUTIA INC. is the current owner of this land. Solutia INC is a chemical company
that also operated on this lot in the past.
They ceased operations on this lot in LaSalle in the early 2000's.
To date, it is still unclear what lies buried beneath the surface of this site.
There are also no plans of decontaminating this toxic mess anytime soon.
The LaSalle Borough Council, including LaSalle Mayor Manon Barbe, are not talking...
June 18, 2010
(Montreal Executive Committee decision number 1104422001).
The City of Montreal enters into negotiations to purchase this contaminated land from SOLUTIA INC. The city of Montreal was planning to build a biomethanation plant on this site by 2020.
This plant will be used to transform all organic materials collected from our borough,
and other cities into renewable biomethane.
It is alleged that GAZ METROPOLITAIN will sign an exclusivity contract with LaSalle
in order to secure all the biomethane produced at this plant...
Gaz Metropolitain plans to sell the biomethane to the public
via their existing natural gas infrastructure...
BIOMETHANE is the emission-free version of natural gas deriving from organic waste.
My questions to the Lasalle borough mayor Barbe are as follows:
How does LaSalle justify putting a biomethanisation plant in the name
of green and clean energy on a property that is known to be contaminated ???
Will the citizens be stuck paying for the decontamination
of this site before construction of the plant?

Thank you for taking this brief moment of your time to review my request of access to information. My request is being submitted in light of the executive committee decision # 1104422001 dated June 18, 2010. In this decision, the city of Montreal has approved the acquisition of the former SOLUTIA CANADA INC site located at 6800 St. Patrick Street (lot 3,269,985) in LaSalle in order to construct a biomethanation site on this terrain by 2020.
According to the “repertoire des terrains contaminés” provided by the Quebec environment minister including the “liste des terrains contaminés” provided by the Ville de Montreal, the lots 3,269,985 and 2,745,020 situated at 6800 rue St Patrick are heavily contaminated with toxins exceeding the Quebec environment ministers standards in both the soil and groundwater.
My questions regarding this decision are as follows:
Has the city of Montreal already acquired the lots 3,269,985 and 2,745,020 in order to begin plans for the construction of the LaSalle biomethanation site by 2020?
If so, what was the total sales price of these lot and what date was the transaction completed?
With regards to the contamination of both soil and groundwater on lots 3,269,985 and 2,745,020, who will be paying for the decontamination of these lots? Will SOLUTIA INC cover the costs of the decontamination before the city of Montreal acquires these lands or will the taxpayers of Montreal assume the costs of decontaminating these terrains?

In response to DEMOCRATIQUE.CA INC, The City of Montreal refused to disclose the sales price or any information regarding the negotiations to purchase this lot belonging to SOLUTIA INC. The administration maintains that they are unable to disclose any details about this transaction until the deal is finalized, if ever.
The lot in question is located at 6800 St Patrick Street, LaSalle, Quebec and is heavily contaminated with toxins that are beyond the public's knowledge, other than the landowners, SOLUTIA INC, The CITY OF MONTREAL, and select other government authorities.

MONTREAL CITY COUNCIL CONFIRMS THAT THEY ARE NO LONGER PURSUING THE PURCHASE OF THE TOXIC LOT, LOCATED AT 6800 ST PATRICK STREET, LASALLE.
The administration has decided to opt-out on the purchase of this lot stating that the negotiations between the landowner and the city of Montreal were unsuccessful.
The city of Montreal was planning to purchase this lot to build a new biomethanation plant there by 2020.
It is not clear where they will choose to bring this project, or where they plan to purchase the next parcel of land for construction of the new biomethanation plant.
Thankfully, the City of Montreal's Executive Committee will not be using taxpayer dollars to decontaminate this heavily contaminated lot.
Only half the battle is completed. DEMOCRATiQUE.CA INC. is pleased to hear that our elected officials will not be investing taxpayer money into this mess.
Next question is, when will SOLUTIA INC. decontaminate this toxic lot directly adjacent to the Lachine Canal?
